Project Objectives are:
Objectives: in order to achieve the desired results, the project will seeks to achieve the following objectives 5 focus districts (Buner, Haripur, Dera Ismail Khan, Lakki Marwat, Karak) of Khyber Pakhtunkhwa:

  • Evidence generated depicting issues in primary education financing in focus districts through education budgets analysis and field research
  • Supply and demand sides of social accountability in education sector strengthened through mainstreaming budgets advocacy in working of selected CSOs, and enabling education staff to use conditional grants effectively and be responsive and accountable in focus districts.
  • Community awareness in five focus districts raised on issues related to education financing and mobilized to hold education service providers accountable and responsive.
  • Education Policy makers at province level (education officers/provincial standing committee on education/provincial education minister/MPs) are made accountable and responsive regarding education sector financing.
A brief summary of outputs:

Primary education budget analysis of 5 pilot district ( Buner, Haripur, Karak, Laki Marwat and DI Khan)

  • Conducting Community Score Card Survey (CSC) survey FGDs in five focus districts to assess access, quality, equity, and management of primary education services.
  • Development and publication of  brochure and pamphlet
  • Conducting Research Study on output/result based budgeting at school level, through five consultative seminars, one in each focus district.
  • Development of training manual and conducting training for civil society/journalists and education service providers
  • Establishment of Education Accountability Network of CSOs in 5 districts
  • Organizing 350 awareness sessions, 70 in each district and 10 interface meetings
  • Sharing research studies/ findings with district officer education, MPAs, members standing committee on education.

Improving Public Education Service Delivery in KP and FATA

Project Objectives are:
In order to "Improve Public Education Service Delivery in KP" the project will be focusing to achieve the following objectives:

  • Evidence generated depicting issues in Education sector in KP and FATA.
  • Media reporting on Education sector improved and budget advocacy mainstreamed in working of selected CSOs from focus Districts for Accountable, Adequate and Efficient Education financing.
  • Policy community at provincial level and in focus Districts in KP and FATA are engaged for SBM and Right to Education, Accountable and Responsible Education budgeting.

  • Education budgets analysis of FATA and Focus Districts (Mardan, Kohat, Bannu, Abbotabad and Tank) in KP.
  • Development of school based management/budgeting plan.
  • Development of policy brief on Right to Education.

Social Audit of Water and Sanitation Schemes in Mardan District of Khyber Pakhtunkhwa Province (Pakistan)

Project Objectives are:

  • Project aims to improve the right to safe drinking water and sanitation through social audit of selected development schemes of public health engineering department related to provision of clean drinking water and sanitation, and by enabling local communities to hold their elected representatives and public service providers accountable in Mardan District of KP.
A brief summary of outputs:
  • Local communities will be enabled to hold their elected representatives and service providers accountable.
  • Community is facilitated ensure their water and sanitation rights by strengthening their voices for transparent and accountable water and sanitation service delivery, based on finding of social audit.
  • Policy alternatives proposed through media campaign and launching of social audit report at provincial level.
  • In long term, the community will be equipped with tools and techniques of social audit, which can also be applied on other public utilities and services, which will help strengthen people voices in provision of public services.

Advocacy Campaign for Governance Reforms in FATA

 Project Objectives are: 

  • To mobilize civil society and local communities to advocate for political reform in FATA
  • To improve understanding of FATA governance issues and laws contradict fundamental freedoms through in-depth research
  • To raise awareness about the need for political reform in FATA

 Project Activities include:

  • Three meetings to facilitate the establishment of a grassroots civil society network to promote political reforms in FATA. The members of the network will include civil society organizations, youth groups, bar councils, journalists, elected representatives, and faith-based institutions, with an emphasis on the inclusion of women and minorities.
  • Review and analysis of discriminatory laws in FATA such as Article 247 of the Constitution, the Frontier Crime Regulations. Development of briefs on two topics: Governance Reforms in FATA and the Local Government System in FATA.
  • 30 awareness and mobilization sessions with civil society representatives, journalists, youth groups, political leadership, and the general public on FATA governance reforms to share the research findings, and mobilize the participants to demand political and governance reforms in FATA.
  • Two half-day consultative seminars on FATA governance reforms, one each in Peshawar and Islamabad.

Strengthening Social Accountability through Effective Implementation of Khyber Pakhtunkhwa RTI Law

The project focuses on following three objectives:

       a)      Advocacy Campaign for fully operationalization of KP RTI Law
       b)      Civil society/media is enabled to use KP RTI law for social accountability and investigative journalism
       c)      Citizens’ awareness on RTI law improved and are mobilized to use their right to information

 The project seeks to achieve these objectives through following deliverables:

  • At least 100 information requests filed, and follow up with KP Information Commission if required.
  • One detailed training manual on KP RTI law developed
  • One brochure and one pamphlet on KP RTI law developed/published
  • 90 PIOs, and 60 civil society members trained on KP RTI law
  • At least 400 university students are make aware on KP RTI law through 12 awareness sessions in universities/education institutes
  • At least 250 civil society members/journalists and other key stakeholders are made aware through through 5 awareness seminars in five divisional headquarters
  • A radio spot on KP RTI law developed and aired on FM radios in different districts of KP
  1. Engage Public bodies through constructive dialogue and received 61% response from public Information Officer (PIO).
  2. Through awareness sessions/trainings linkages developed with Public bodies, youth, CSOs & media group on divisional level.
  3. IEC material pertaining Right to Information Law developed and disseminated throughout KP

Improving Social Accountability in Education Sector in KP

This project is funded under Ilm Ideas’ Education Voice and Accountability Fund. The project aims to contribute to Ilm Ideas’ objective ‘Enhanced Transparency, Accountability and Improved Governance in the Education Sector’. The project has following four objectives:

  1. Evidence generated depicting issues in education sector budgeting in KP through education budgets analysis and field research.
  2. Media reporting on education financing improved and education budget related work mainstreamed in working of selected CSOs in target districts.
  3. Community awareness in focused areas raised on issues related to education financing and mobilized to hold district education officers/education service providers accountable and responsive .
  4. Education Policy community at district and province level are made accountable and responsive regarding education sector financing.

The focused geographical areas of the project are Nowshera, Peshawar and Charsadda Districts of Khyber Pakhtunkhwa Province.

IM-Sciences / UNICEF Survey in Five Districts of KP

Improving routine immunization still remains a major challenge in Pakistan, mainly due to health governance issues. CGPA won a competitive bid for data collection exercise in 5 districts of KP (Lower Dir, Malakand, Kohat, Swabi, and Abbottabad) and partnered with IM-Sciences for training and hiring of human resources from the respective areas to carry out comprehensive investigation of extension of the involvement of Lady Health Workers (LHWs) and their contribution to implementation of Expanded Programme on Immunization (EPI). CGPA successfully collected the data from 600 households.

Strengthening Citizens’ Voice to Improve Social Accountability

The project focuses on the following three outcomes:

  • Demonstrating Social Accountability in action through research studies
  • Improved capacity of civil society organizations to effectively monitor utilization of public funds
  • Instigation of an advocacy and awareness campaign on social accountability

The project undertakes various activities that aim at strengthening citizens’ voice and improving transparency and social accountability in service delivery in the education and health sector in Peshawar, Mardan and Swabi. An extensive study of the budget of the targeted area for three fiscal years will be undertaken as comparative analysis of health and education sector. Additionally, a Citizen Report Card Survey will also be conducted to demonstrate effectiveness of social accountability to civil society groups. Six social accountability forums highlighting issues pertaining to social accountability will be held that would engage 90 participants from the civil society, media and government departments. Based on the research, training workshops will be held in Swabi and Mardan that will train 40 members of civil society organization and journalists in order to facilitate them in better monitoring of utilization of public funds. This would lead to an advanced training in social accountability tools in a five-day training workshop in Islamabad. Three seminars will also be conducted in Peshawar, Swabi and Mardan to build awareness of issues pertaining to social accountability.

  1. Citizen Report Card carried out surveying the Khyber Pakhtunkhwa region.
  2. A strong network of the civil society and media has been built which is not only showing great interest in exacting accountability for a more transparent system but is also strengthening the cause by taking the message forward.
  3. Meeting held with provincial education minister of Khyber Pakhtunkhwa to share the findings of education sector. The minister appreciated the findings of research and made commitments to increase the education budget and make it more sensitive.
  4. As a result of the project, there has been substantial increase (about 5%) in the operation and maintenance budgets of the schools.
  5. As a result of project, the KP elementary and secondary education has made 28,000 schools data public. This is a great step forward for improving openness in the education sector.

Advocacy campaign for Right to Information (RTI) Law in Khyber Pukhtunkhwa KP Province of Pakistan

Project Objectives:

  • Model Right to Information law developed for Khyber Pukhtunkhwa (KP) province
  • Comprehensive Advocacy campaign for RTI in KP designed and implemented

Khyber Pakhtunkhwa (KP) province of Pakistan does not have right to information law. Article 19-A was inserted in constitution of Pakistan through 18th amendment, which provides for right to access information information held by public bodies as fundamental right of citizens of Pakistan. This project seeks to design and implement a research based advocacy campaign for right to information legislation in KP.

CGPA has developed model RTI law, and a policy brief on RTI legislation in KP. The project seeks to sensitize/aware 225 key stakeholders (lawyers, civil society representatives, and leaders of different political parties) for RTI legislation in KP. One provincial seminar on RTI is also included in key deliverables of the project.

Promoting Public Accountability at Local Level

The project focuses on following three outcomes:

  • Analysis of budget allocation and utilization practices at municipal and union council levels
  • Capacity of 105 members of civil society groups enhanced on budget advocacy
  • Policy advocacy for improving citizens’ participation in budget making process

Series of activities are being undertaken to accomplish the objectives and overall goal. These include establishment of constructive engagement with officials and elected representatives of town III of Peshawar district. Budgets of town III for key social sectors (Health, Education, Water and Sanitation, and Waste Disposal) of last three years are being analyzed. Based on this analysis and detailed Training Need Assessment, training materials are being developed. The project aims at training 105 civil society members through series of training events. Policy advocacy is being undertaken, based on research study. Establishment of Civil society network is considered as critical for sustainability of project activities. Three seminars are also planned under the project, advocating policy initiatives for inclusion of citizens’ voices in budget making process.
